CSS Examination
Federal Civil Services
CSS is a federal competitive examination route open after a qualifying bachelor's degree.
Highly competitive federal recruitment with public leadership roles
PKR 100k-350k+ with allowances by service group
Any HEC-recognized Bachelor's Degree
What this route actually is
CSS is a competitive examination, not a degree. Any graduate may sit it, which makes it the widest-open senior route in Pakistani public service — and the most heavily contested, with a pass rate that is low in absolute terms every year.
It is the route into the federal occupational groups, including the Pakistan Administrative Service, Police Service, Foreign Service and the revenue services. Which group you enter is decided by merit and preference together, not by choice alone.
What the work involves
- Early postings for administrative and police groups are district-level and operational, usually outside major cities.
- The work is administrative and public-facing, with substantial written output and decisions made under political and time pressure.
- Postings rotate, which means relocation is a structural feature of the career rather than an occasional event.
Worth knowing before you commit
- Most candidates do not clear it, and many sit it more than once. Planning a career that depends entirely on CSS without a parallel route is a common and costly mistake.
- Preparation is effectively a full-time commitment for a year or more, which has an opportunity cost in earnings and experience.
- The group you are allocated to shapes the career far more than clearing the exam does, and you do not fully control that allocation.
The route, in order
- 01
Bachelor’s degree
Any discipline from a recognised university. The subject studied does not restrict which groups you may enter.
- 02
Eligibility check
Age limits, attempt limits and domicile rules apply, and have been revised more than once. Confirm the current rules in the FPSC advertisement for the cycle you intend to sit.
- 03
MCQ Preliminary Test (MPT)
A 200-mark MCQ screening paper. You need 33% to qualify, and a pass is valid for that year’s examination only. It shortlists candidates for the written papers.
- 04
Written examination
Compulsory papers plus optional subjects chosen from defined groups. Subject selection is a strategic decision with a large effect on marks.
- 05
Psychological assessment, medical and viva
Cleared candidates proceed to these stages; the viva carries substantial weight in the final merit.
- 06
Training and allocation
Successful candidates are allocated to an occupational group and undergo common and specialised training before posting.
Who regulates this
Federal Public Service Commission. FPSC conducts the examination and publishes the rules for each cycle, including syllabus revisions. Treat its advertisement as the only authority.
If you don't get in
Most students who aim at a competitive route do not get a place on the first attempt. These are the routes people actually take next.
- Provincial services through PMS are a parallel route with their own commissions and a separate competition.
- FPSC and the provincial commissions recruit for many posts outside the competitive examination, advertised throughout the year.
- State Bank, NAB, the armed forces and public-sector corporations run their own graduate recruitment with comparable stability.
