What this route actually is

Diplomacy in Pakistan has one principal entrance: the Foreign Service of Pakistan, entered through the CSS examination. There is no separate recruitment route and no degree that admits you directly.

International Relations degrees support that ambition but do not deliver it. Understanding this early avoids a common and expensive misunderstanding about what an IR degree is for.

What the work involves

  • Postings alternate between headquarters in Islamabad and missions abroad, on multi-year rotations.
  • The work is reporting, negotiation, consular services and representation — writing-heavy and protocol-bound.
  • Consular work at missions is substantial and routine, and is where most early-career time is spent.

Worth knowing before you commit

  • The Foreign Service takes a small number of candidates per cycle, making it one of the narrowest routes described on this site.
  • Frequent relocation is structural and affects family life in ways worth considering before committing.
  • An IR degree without CSS leads to research, think tanks and development work rather than diplomacy.

The route, in order

  1. 01

    Bachelor’s degree

Any discipline. International Relations, Law, History and Economics are common choices but confer no admissions advantage.

  2. 02

    CSS examination

The Foreign Service is one of the occupational groups allocated through CSS. Allocation depends on merit position and stated preference.

  3. 03

    Group allocation

Foreign Service allocation is competitive even among successful CSS candidates, and is not guaranteed by preference alone.

  4. 04

    Training and posting

Specialised training at the Foreign Service Academy, followed by headquarters and mission postings.

Who regulates this

Federal Public Service Commission. Entry is through the CSS examination conducted by FPSC. Confirm eligibility and group allocation rules in the advertisement for your cycle.

If you don't get in

Most students who aim at a competitive route do not get a place on the first attempt. These are the routes people actually take next.

  • Other CSS groups remain open and are entered through the same examination.
  • International organisations, think tanks and development agencies recruit IR and policy graduates directly.
  • Trade and commercial diplomacy roles exist inside commerce and investment bodies.
